Have you changed the ignition module, or coil pack, if equipped, Or can even be the crank sensor, or cam sensor. Is hard to say. Worse yet, could be the computer.

Did you check for spark? Remove a spark plug, plug the wire back in, make sure the base of the plug is touching a ground, and watch while someone cranks the engine.

Probably one of the few things that would make an engine not run at all is a problem with the electronic ignition (ignition module or whatever your car has), since you already checked the fuel pump...

try the coil pack and make sure all the connectors in the engine bay are not singed or burnt and that they are al connected, I had a connector burn up on me once and have had some come unplugged. if it is the computer then it shouldnt be that expensive or hard to change, your best bet for that is a junkyard, just make sure the comp you get isnt out of a 95 neon, that was a different style that had a different pin connecter for the fan, so you would have to wire that up differently. but a computer for a 5speed or automatic are the same thing...... also try asking at www.neons.org if you cant find anything on here

A lot of the newer vehicles have a primary power system that is like a fuse link or sensor. You should consider getting a wiring diagram from a book on the vehicle and following the sequence of wiring to the sensors and checking them. Did something happen before it just stopped. New stereo installed, car wash, mud puddle, recent repairs and such all can cause different problems. It sounds like you may simply have a loose connection or bad sensor. Make sure the solenoid wires are attached firmly and battery cables aren't corroded.

Have you checked the spark plugs and wires or the wires to the ignition? Possibly the cables to the battery are loose, make sure they have a good connection.

THE EASIEST WAY TO SEE IF YOUR GETTING SPARK IS TO PULL OFF ONE OF THE SPARK PLUG WIRES AND PUT A SCREW DRIVER IN IT AND HOLD IT UP AGAINST SOMETHING METAL AND SEE IF THERE IS A SPARK OR IF YOU HAVE ACCESS TO A TIMING LIGHT THEN JUST HOOK THAT UP AND PUT THE SPARK LEAD ON A SPARK PLUG WIRE AND SEE IF IT LIGHTS IT UP
