yaa, it is very easy and can be proved practically by Einstein's Theory of Relativity.
the expression for this relation is m = m'<[1- (v^2)/(c^2)]>.
here m=mass observed, m' = rest mass, v= velocity of body, c =light velocity.<>implies sq. root
this can also be applied to time by replacing m by t and m' by t'.
so thereis change in time when velocity of a body is comparable to light's vel.
now suppose 2 twins A and B are born. at 10 yrs. one of them A leaves for a planet 8 light years away from earth, stationary wrt earth in a spaceship of vel. (0.8)c.
for B,
time for A to reach planet, t= 8/0.8 = 10yrs.
but A is moving at 0.8c. so there will be time difference for him as his breaths will be reduced.
so, time for A obs. by himself,
10 = t'/<[1-0.64c^2/c^2]>= t/0.6
=> t = 6yrs.
THIS MEANS WHEN B HAS COUNTED 10 YRS ON EARTH, A HAS JUST SPENT 6 YRS IN SPACE!!!
similarly while returning at same speed, t = 6yrs and t' = 10yrs.
thus age of A = 6 + 6 = 12yrs,
age of B = 10+10 = 20yrs.
so the twins r no longer twins. B is now elder than A by 8yrs.
AND THIS IS A PRACTICAL TRUTH WHICH HAS BEEN PROVED BY USING PARTICLES.

Yes .Travel back in time to the extent of the age of the youngest , he wil cease to exist and you will be left with one only . there will not be aany other one to ocmpare the age or with any gp in age . But practically it is not possible .You will have to reverse the direction of the spin of the earth and cause it to go back in the opposite direction to retrace its path around the sun to reach the past year when the yonger one did not exist or had not come into existence.This only takes yoou back in time ; but will not reverse the action that mater has undergone . So it should be a stupid idea . if hat can be done , we can shrink the universe (not the space ) to its original position before the Big Bang.
Even this is not possible , for the changes that have occured on matter can not be reversed but would always go forward .
what we drink today as water and other liquids and as food are not anything freshly made from nature as water ,liquid and food . They might be for the major part, the recycled stuff that existed , consumed and left to decay in the form of so many things as digeted and left over to be decayed and disintergrated by the earth and digested as humus to be absorbed
by plants to be eaten by animals to produce milk and flesh for us to drink and eat .We ourselves might be rcycled products of some humans or animals and plants too.That is the re-incarnaion that all lives on the earth undergo. (Too much of stuff not very much concerned with the question , but very much relevant to the impossible procedure to arrive at the point of eliminateing the difference in the ages of two persons .)

Since mathematics is grouped with science in this forum, try this:
When Joe was a year old, his sister Flo was 2.
Obviously, she was 100% older than Joe.
8 years later, Flo is 10 and Joe is 9. WOW, she's only 10% older than her brother now.
And if they live to be a hundred, she'll only be 1% older than her brother.
Soon, he'll catch up to her? Or not.

Maybe with twisting quantum physics.
otherwise, two people who are alive, have a set time period between them, and at a set speed through space between them
any change would be kin to a memo from the bush whitehouse

If one person travels close to the speed of light relative to the other one, he will be younger.
