Don't think you can buy Swans and even if you can it is not something you should do without a lot of care , knowledge and back up. If you are serious about having Swans and have got a suitable environment contact your local wildlife sanctuary who will ideally put you in touch with the Swan sanctuary (at Swanley, no really) They may have a pair of Swans that require a new 'foster' home, they would likely want to do a visit to your property beforehand to ensure your suitability.They should also provide a long term source of advice and back up should things go wrong.
Please do seek advice from someone reputable that has devoted themselves to caring for animals and not from someone who will sell you something whether or not it is suitable for you or the animals so long as they earn some money out of it.
