It refreshes the page. For example if updates were made to the page while you view it, you would not notice those changes unless the page refreshes itself. For example if you leave this page without refreshing the page you will not see other people's answer if they reply to your original question.

Try it out on the Yahoo answers homepage and every couple seconds there will be new questions.
When you connect to a page you basically take a snapshot of the content that is there. If it is changing frequently you can refresh and see what's new.
