How can a bomb be smart... doubly so that it comes from the dumbest man surviving on the planet!!

smart bombs are satellite and or laser guided bombs that can hit the building dead center in the middle of the night, or day. You never hear them coming, and Boom, blows up whatever the USA wants it to, and leaves the buildings around it standing. ( if we want them standing)
