Both cities are magnificent to visit..
Either one is a good choice!
If you prefer museums, the Vatican museums are fabulous.
If you prefer palaces London has great quality...
Ancient history, Rome.
Night life...in London you have theaters, the shows are excellent...and in english.
Rome would be more for "people watching"..
As to the weather, in september both should be nice, England would be a bit cooler After all,. Rome is further south.
The food would be more interesting in Rome, most of the restaurants have excellent food and in London you'd have the typical "pub grub" and international food like chinese or indian.

I have been to both cities, and was charmed by each of them.
If you choose Rome, take a side trip to Florence (2 hours by train more or less). It is the most beautiful city in Italy in my personal opinion!

Whichever one you pick, do the other one on your next holiday!

I'd say Rome. Because of the architecture and the city is nicer and there isn't that much smog as in London (although London is special in it's own way) . If possible pick both

Rome, for sure, generrally the weather will be wonderful for vacation. In London it rains almost every day. But, remember, is not a rule, just a statistic.

London's great & all... but now with the nation on high alert since the terror threats? Not a good idea.
Head to Rome, much better=) It's got great architecture, sights, etc. Very scenic & romantic.

For a better chance of good weather, southern Europe would be good.
