Whitehouse.gov might be a popular website, according to Google's PageRank System, however, the strange thing is, I didn't see any mention of the word failure on the page, not even on the meta info. This would mean, it shouldn't have been listed on the result at all, or if there is other reason why it is listed, it shouldn't have been listed as a topmost.

This is done but a technique called "Google bombing" which is basically taking advantage of that Google is using the name of link on other sites to associate meaning to the site they are linking to.

Basically if your friend have a site talking about "cats". If you on your own site create a link with the text "dog" to your your friends site -- then Google will associate your friends site with the search term "dog" although it is about "cat".

If many people do the same thing -- then your friends site may be found more easy using the search "dog" rather than "cat" which is what it is really about.

"Google bombing" is when somebody create 10.000 sites all with link names something funny like "failure" to a site that they don't like.

There is other stuff like that, if you typed in an insult he came up as well, but Google got into lots of trouble... guess they went with somehting more subtle... haha!
