It's a Kenmore Ultra Wash Model 665.16512 about 2 years old. The dishwasher soap stays in the dispenser, even though it opens during the wash and rinse cycles and also soap stays on the dishes as well.

If your water temperature is at least 120 degrees F. and the wash arms turn freely and the holes are not blocked and any screens or filters are not blocked you probably have a blockage in the sump which is difficult to get to and requires a qualified repair person to clean it out for you. I know this model and have encountered this problem on many occasion.

for one thing check to make sure how you are loading it. Might sound kinda silly but tis a possiblity that all your big stuff is on the bottom and over crowded and the detergent / water isn't getting to all the dishes. second thing is to make sure your water holes in your spray arms are free of build up, run lime away in the dishwasher to fix this, will open orafices and create more water flow. third: check under sink to make sure your water lines to dishwasher are not crimped and have sufficient water flow.
**** after you added additional details it really does sound like your water flow is not appropriate to even dissolve the deterget from the dispenser or to rinse the soap from dishes. Do the limeaway trick, do a whole bottle of the stufff, can't hurt in any way shape or form. Just remember to run a couple of rinse cycles afterwards. Should do the trick.

Check for clogs (debris, lime build up) in the holes on the spray arms. Especially if you ever had anything get broken in the machine, you could have pieces of glass blocking the sprayer arms from properly spraying. Or you can have bits of plastic if someone ever put something plastic in the bottom basket. Have had both happen. Had to use needle nose pliers to pull out the debris in the holes.

check to make sure that the thing that comes up is clearing all of your dishes and is able to come all of the way up!if your dishes are blocking it it cant spray all of them properly!check you drain and around the bottom of the thing that spins around to make sure its not caked up with trash and food,because it may not be able to suck the water in like it should to rinse them good!hope this helps!
