The carbon atom forms 4 polar covalent bonds with 4 separate Chlorine atoms. Each of the Cl atoms have a slight negative charge while the C atom has a slight positive charge However, all these bonds are positioned in such a way so that they cancel each other out.
The result is a non-polar molecule.

There are two criteria for a molecule to be polar: it must have polar bonds and the polar bonds cannot cancel out due to symmetry.
Although the CCl4 bond is a polar bond due to the symmetry (Td) of the molecule the polar bonds all cancel out leaving a non-polar molecule.

That is because the dipoles cancel each other. The resultant is a 0 dipole molecule even though all 4 bonds are polar.

CCl has a polar covalant bond but because this molecule has sp3 hybrid and because of it's geometrical position of the atoms

even though all four bonds are polar, they are equally spaced, so the pull from the chlorines is cancelled out. think of it sort of like four equally-matched people in a four-way tug-of-war.
