this house we bought has a loft (attic) which is fully boarded, when I lifted a board there is no insulation under it. Should I pull all the boards up and fill the gap with glassfibre insulation or not bother? (We are in an area with cold winters)

That would be the best thing to do. Also, be sure there is no insulation between the roof rafters. That would cause condensation that would finally rot the roof structure.

Insulate the floor and ventilate the attic space.

Are you constructive its felt and not a clean variety of insulation which could have visual allure of roofing felt? the recent variety of insulation has many layers some foil subsidized, i does not advise putting insulation tight to roofing felt except tile laths are conterbattened, you may stick to a product alongside with king span to underside of plasterboard then restoration plasterbord to that to offer you remarkable insulation.

the attic is the most important place to insulate, you need at least 9'', 12'' is even better

Heck darn, couldn't hurt. Sounds like alot of work but will pay off in the end, hot air rises as you already know, just a reminder.

Yes, it should help with the heating and cooling expenses. Go for the best you can afford, it will pay for itself.
