Because he is young and shy, and afraid of rejection. Its an important contrast in the character, where he is physically strong but emotionaly not so strong.

sasuke doesn't have feeling for sakura naruto does sasuke could care less if he had a girl or not but sakura won't go out with naruto because she thinks he's to childish but naruto is to shy to tell her because he knows she'll say no.
