There are actually four reasons that a dehumidifier will freeze up. First is if the room temperature is below 40 degrees F. not 60 second reason is if the condenser coils are blocked with dirt third reason is if the fan is not circulating the air across the coils properly and fourth is if it is low in refrigerant.
Check the condenser coils on the internal side of the unit where the air from the fan blows onto them. This is the most common reason for failure of a dehimidifier. You can take the unit outside and spray the garden hose through the condenser to clean the coils off. The plastic louvered faceplate can be removed to allow you to do this more easily. Make sure that you have all of the water dumped out of the unit and allow it to sit for at least an hour before connecting power and turning on after this is done.

A dehumidifier will freeze up, under two conditions.
The first, is if the temperature is lower than 60 degrees. The dehumidifier isnt designed, nor is any A/C designed for working if the temperature goes below this.
Second, is if the freon is low, the unit, like any A/C, (since they both use freon as thier media), will freeze up.
So, check the temperature around where you have the dehumidifier and see if its at 60 or below, and if not, then you either can pitch it, or get it refilled at a qualified A/C repair place.

I had this problem and I blew warm air from a space heater on the coils until I could buy a new unit.
