If the pilot is lit and the burner is not lighting then there is a thermostat problem. This is not something for a DIY project!
Depending on the brand of heater and its serviceability it may be more cost effective to have it replaced.

If the burner doesn't come on after turning up the temperature then you will need to replace the control valve. If it does come on then the dip tube on the cold water inlet has separated and is causing the inlet water to mix at the top of the tank without heating it properly. The dip tube sends the water to the bottom where the thermostat is located.
Also there could be a clog in the burner venture and or at the burner orifice. If there is a tiny flame at the burner tips or below the burner where it shoots the gas upward then the orifice is clogged. The burner and orifice would need to be removed and the debris removed. Do not attempt this unless you are good at repairs and no how to check for leaks before turning the unit back on.

There are some good answer here, but give the poor person a break, a gas water heater does not have elements, only an electric water heater does. So I wouldn't put too much faith in any of those answers. As some one stated if your control is turned to the highest setting your gas burner should come on. If it doesn't, call a technician, it's nothing to fool around with.

check your elements, bottom one. It is probably burnt out due to lime / corrosion build up on the bottom of the heater. Hot water heaters need to be " purged" or drained every so often. The lime build up is more than likely to the extreme that it "buried" the element therefore burning it out. I could probably tell you how to do it but it is kinda hard to explain to be honest, sorry. If your not sure call a plumber as this will be undoubtably cheaper than purchasing a new hot water heater. Granted, the labor will be far more extensive than the part....as always. It is not that hard to do as I do it all the time and I am of the female gender but as I stated above it is hard to explain. One more thought: some gas companies offer additional service contracts for about $10.00 - $15.00 / month more and under this contract they will come and repair said gas appliance at no labor cost, just the parts involved, have this little added expense myself and it has saved me literally hundreds of dollars over the years. Something to think about, ask them. Had to have my gas oven fixed recently and they charged me absolutely nothing, not even the parts.

Is the thermostat working properly? The pilot light could be on but the burner itself may not. Turn up the thermostat and see if the burner will come on. If not, you'll need to have it replaced.

the only thing it can be is the thermostat control, if you turn it up to it's highest setting and the main burner doesn't lite, you need to replace the control, which at a local hardware will cost you 80.00
