I'd say Whitney Houston, before Bobby Brown got a hold of her veins.
I'm terrible with names, so: The one who starred in the movie about Stella Getting Her Groove Back. Also in the Malcom X movie. She's over age 35.

I personally like Rosario Dawson, though she isn't exactly dark-skinned either (and I think mixed black/Hispanic). Tyra Banks is certainly still impressive, and I like Rachel Harris (I believe that is how she spells it, she is a anchorwoman for Fox News I believe). And if you are willing to include ever (and not just in modern today times) Nichelle Nichols (Uhura from the old Star Trek) was freaking amazing, and definitely the best of all time. But if you mean only today, I would personally pick Rosario Dawson.
