"Dial the international access code, 011.
Dial 20, the country code for Egypt.
Dial the city code for the city you wish to call. Some codes for major Egyptian cities include 3 for Alexandria, 2 for Cairo and 4 for Salinas.
Dial the rest of the telephone number.
If you follow these steps but still can't connect, dial 00 and ask the international operator to help you place the call."

Your cell phone has long distance, but likely not international dialing. I call my friend in Italy very easily (and pretty cheaply) now, once I called my carrier (Verizon), got international dialing turned on. Costs $3.50 per month, then I think 49 cents a minute - not cheap but easy.

Have you tried Skype? You can make outgoing calls from your computer to real phones worldwide. To Egypt it's 18 cents a min.
