You can, but depending on the cheat you use, some cheats may stay forever. On San Andreas, there is a bug that if you use >500 cheats, a mission is made impossible unless you use more cheats

It depends on what code you enter. Codes for weapons, health, armor, money, and vehicles are never a problem, neither is lower or increase wanted level. It's the silly codes like pedestrians rioting or girls following you that you should avoid if you intend on saving. Playing with them is fun, but don't try to save a game with them activated.

Most you can. Problem is then you are stuck with that code in forever. That's why you save BEFORE entering them. At the very least disable the code before you save.

I don`t know but it only says it is recommended It doesn`t say you can`t save it i always save my games even if I have tried cheats sometimes it does save.
