Well, unless you want your website to be freewebs.com/something or geocities.com/whatever, you'll need to pay for a site. (In most cases you will still have a host, but they will not be mentioned in the URL). Try www.web.com . I checked it out and it looks like you can make your very own website. :)

You have to register with a domain registration site, like Yahoo or register.com The main difference is that you pay a monthly fee. Fees these days are usually pretty reasonable.

If you want to use a program use Macromedia Dreamweaver or do it by hand by using WordPad.
