Yes.

The 5th Amendment Due Process clause applies to the federal govt, and the 14th Amendment clause applies to the state/local govts.

5th: "nor shall any person ... be deprived of life, liberty, or property, without due process of law"

14th: "nor shall any state deprive any person of life, liberty, or property, without due process of law"

sad to say "ignorance of the law is no excuse".

as such this would not be a constitutional issue... unless you were denied access to the laws/ process.
