You would most likely have to file for the name change in the jurisdiction you are a resident of. But it seems that it would be best to wait til you returned to the states because that may cause more confusion abroad.
I work in the Court office where I live and I remember a man came in to change his name because his last name was Blewitt and he didn't want that name to go on his college degree. He didn't want to be called Dr. Blewitt. Funny huh? So there is no trivial reason for a change.

I think it costs about $300, you would go to the county clerk and get a name change packet. You would fill it out and file it, I think you may have to go before a judge and just explain why you would like to change it. You might also have to take an ad in the classified. When your name is legally changed, you submit the paper work to all of the agencies you want to be aware, and they will change it for you.

It can be cheap or expensive. You can pay a lot of money to a lawyer or do it yourself. The procedure varies. In one place you pay ten bucks and fill out a form. In another you have to go to court. This is no more involved than going to traffic court about a speeding ticket. Just go in and say you want your name changed. You're not charged with a crime.

A lawyer who deals in family or domestic law can do it for about $200-$300.00. The reason it has to be done in court is because the Judge issues you a new "birth certificate", which you will use to get new SS card, drivers' license, etc..
You can't just "start using" another name. Many documents require your "legal name".

It's pretty simple and cheap to do, but I think you have to do it in the US if you retain your US citizenship. The bigger problem is getting your ID and transcripts changed over. The younger you do it the better.
