Depends on how significant a change has to be to be called a "change". The US government has been around since 1789, but the most recent Consitutional amendment was passed in the last century. By most definitions, the UK government would probably qualify, since it has not changed much since 1700.

well i'm not so sure but Spain and England right now are the most popular countries that haven't changed their government for a long time. Well I found a website www.worldworld.com and it has almost every countries government and history.

It would have to be several middle east countries. They were messed up in the 13th century and they are still messed up.
