First of all stop your own kids. A full week of being confined with no tv or computer should do it. If your kids don't climb the neighbors kids may not either.
Second, talk to the neighbors Mom and have her agree that her kids are not allowed on your wall. If they are call the police, for trespassing.
3. Put spikes on top of the wall, this will make for uneven footing.
However, as I'm sure your aware, the kids can fall and get hurt and guess who is going to have to pick up the bill.

I would put a trellis up, with some climping roses or other sharp needled vines, so that the children will get the hint, when they get scratched.
This way, your neighbors benefiet from the beauty of the roses or what ever you plant and will be more willing to keep the "critters" from the wall...
I wish you well...

How old are the kids? If they're not too tiny, you could try getting them all together and asking them what it would take for them to stop doing it. A climbing frame maybe? A trampoline? A tree house? Whatever it is they want (within reason) you and your neighbour could get it for them, but on the clear understanding that if they break their end of the 'deal' by climbing on the wall, the item will be taken away again.

The best way would be to get the neighbors to gain control of their children. If the children do not mind their parents, the children are out of control. The same may be true of your family.
Some ideas to stop this might be:
1. Have an attorney send a letter to your neighbor.
2. Call the police.
3 Take your neighbor to small claims court.
4. Punish your children for disopbeying you.
a. spank them
b. take away their cell phones
c. take away their computers
d. take away the TV in their room
c. take away all electronic games
d. make them do chores like cutting the grass
e. make them help you clean house
Make them understand they cannot disobey you and suffer no consequences whatsoever. Make them understand YOU are the parent and, therefore, YOU are the boss.
Tell your neighbor you will not put up with their children trespassing on your property any longer. It is THEIR responsibility to control their children and they had better do that now, or their children will grow up to be uncontrollable brats.
Stop catering to these children; yours and your neighbors. You are an adult, for crying out loud. You are a parent. Start acting like it.

Try putting something slipery like oil ontop the wall. Better still tell there parents, if they dont stop them report them to social services for being out of controll and not having any parental skills.
Its out of order, they might break your shed, take some of the roof suports out of you shed, then they will fall throu, and put a giant tub of **** inside you shed for them to fall into!
It could be like a tom and jerry cartoon at your house once you've taken all my advice.
Take some bricks out of the wall then it will fall down and there parents will have to buy you a new wall.
You could put wire along the top and grow grapes on it!
Or just thow a buckett of water over them each time them climb onto the wall. Yeah water thats the trick *:) Get a water cannon like the riot police have *;)

Well I sugest 2 things!
1. You can complain to the neighbours parents and ask them very kindly if they wouldn't mind telling their children not to climb up the wall. and Try to bribe them not to (chocolate no TV....)
2. Put prickly pointy plants on top or put a part of a fence on top so once they get pricked no more climbing.

how about you just do something with your kids so they dont climb on the roof to get your attention? go to the neighbours and arrange a walk or go for a picnic? they wont be on the roof annoying you or her then.. get a trampoline, buy them chalk , make a den, organise a game they can all play... you cant do the other stuff people have suggested anyway so either do stuff with them or dont look at them when they are up there and then they'll only stop when one of them breaks their neck falling off the wall or roof!!!!!!!!
