It's different from state to state.
Having 20+ yrs. of exp. in the legal business, I can tell you this from my experience. Cop's only do what is told to them in by their supervisor. Most cops only enforce what they see. If the local department has a Task Force which is dealing with street racing, it's because they had more than several deaths, due to street racing. When this occurrs, they send in undercover police to identify all the people involved, then issue arrest warrants at their homes.
Any vehicles which have been used in the commission of a Felony, all the cars can and are seized if the District Attorneys Office wants to send a message to the public and the people who street race.
Like I said, it all depends on what the local State Laws are in your state. You can look up the State Laws for your state to find the specific arrest titles for that state.
Here's a list of traffic arrest titles a person could be cited for:
1.Exhibition of acceleration.
2.Unsafe start from parked position
3.Unsafe speed, or wreckless driving
4.Fail to maintain single marked lane of traffic
And the all time favorite of all police officers to write:
5.DWHUA= Drove with head up A.s.s.
All of these you could be arrested for in most states.

Personally, youve chosen a bum topic. Street racing isnt all that common, I have personally been involved in racing with my vehicle. I tend to back off in situations where others not involved can be harmed (ie traffic), I back off even if it means being called a loser.
Now, if I were you, Id be more concerned about the people who fly down the road late for work who are on a cell phone and putting on makeup and BS like that. Those are the dangerous people, not 2 people racing who have their undivided attention to the road in front of them.
I do a job that requires me to cross streets in the early mornings. I work on a road that is on the way to a hospital, people coming to work (Nurses, doctors, etc)(25mph speed limit) come flying up the road 50, 60mph. I have had several close calls. Well hey, at least Im less than a mile away if I get hit.

A basic web search should turn up some useful sites. If it was my essay, I'd start with:
Wikipedia: http://en.wikipedia.org/wiki/Street_racing
Stree Racing Online Magazine: http://www.sromagazine.com/home.php
A Department of Justice publication called "Street Racing": http://www.cops.usdoj.gov/mime/open.pdf?Item=1418
You might also want to set up a news alert for articles about street racing, just to catch the latest info.
