I think it's a very pretty dress BUT the neck line plunges way too low for a 16 year old. If you can have that fixed to look appropriate for you age then go for it. It doesn't look too short (about to the knees), and don't worry about it being too long.
If you are asking us because your mom or dad are saying no and you are looking for reasons to get it, then you really need to listen to them. They are only looking out for you because they care :) It's a lot better then a parent who lets you do and wear whatever you want.

in the picture it looks like the dress ends at the knees, if that the case then its fine, if it really does end mid calf then its a little to much, short skirt and deep cleavage its too much. but the most important thing is if you feel comfortable in it and if you will feel that way around people an on the dance floor.

P.S. The model in that picture, by the way, is the incredibly thin and incredibly tall Adriana Lima. ... Of COURSE you all think it's a nice looking dress; everything looks gorgeous on her. She's a SUPERMODEL. ... And far older than 16, besides.
But, regardless, let's just look at the dress's design: Simple in decoration (nothing too pretty), two contrasting colors, just enough sparkle to look sufficiently tacky, and whore-a-rific cleavage line. ... If I saw this at my next homecoming dance, worn by a sophomore/junior (i.e. a 16-year-old girl), I'd shrug and say to myself, "Look. Just one more slutty teenaged girl."
If you care enough to ask, care enough to find a way to be flattering without looking loose.

Find out what dress code your school has. At the high school where I work, I think they would consider the neckline too low. It's really a nice dress, 'tho!!
In our district there are strict guidelines for what girls/guys can wear to proms and other dances.
