If you did not insure it for the full purchase amount, then they can't help you. You have to file a claim to get a 100% refund. That won't include the shipping charges, however, usually.

The $50 is a "settlement" option.

Fee . . . . . . . . Insurance Coverage
$1.35 ................ $0.01 to $50
$2.30 ................ $50.01 to $100
$3.35 ................ $100.01 to $200
$4.40 ................ $200.01 to $300
$5.45 ................ $300.01 to $400
$6.50 ................ $400.01 to $500

$2.30 (not $2.39) covers up to $100
that's the $50 - they try to buy you off for the lowest amount.

MAKE YOUR CLAIM! Tell them your item is RUINED, use photos as proof, and make sure you have your INSURANCE NUMBER in order to make a claim.

FOLLOW UP! Ask the ebay seller to provide you with reference that when the item was shipped, it was protected, well packaged, wrapped, etc...

Don't give up, even if it takes time. When the USPS has to pay out these claims on insurance, they will start to handle the post as they should!

Check out the USPS web-site for THIS PARTICULAR PROBLEM! GOOD LUCK and GOD BLESS!

You should get back the value of the picture.

Good luck!
