Proxy settings probably don't have much to do with your problem. A proxy server is a way to connect to the internet through another computer or network. If you are using your computer at home most likely you'll want to turn off any proxy settings.
I used to have Comcast internet at my old house and I had the same problem. Call Comcast and ask for a technician to come out and look at it. The service is free. When they came to my house they found that there was a faulty cable running in my house and they replaced it free of charge.

I agree with Paul. Local service providers generally don't use proxies. You computer is dragging probably due to spyware and/or viruses. More than likely the first mentioned. Also, you might want to check your computer's resources under system tab of the control panel, if it is under say 75% free then you can encounter slower activity. I recommend an overall cleaning tool like system mechanic 6 or something to that extent. It cleans your registry, cleans spyware,malware,adware, and makes sure that your computer runs more efficiently. Alot of times you can have broken links in your registry, or invalid shortcuts, or missing links that you are unaware of even having. These types of programs will help remove these problems for you.
Another thing that could be wrong is your modem has to meet certain levels to obtain optimum levels of performance. There could be a faulty connectors, a fray in your outlet that is connected to your modem, the power pack to your modem could be faulty, there could be line problems in your area, IT COULD BE numerous things. Try the first mentioned solution, and if there are still problems, then I would call your ISP. Alot of times though it is spyware that is the case.

Usually the proxyies make a connection to run slows
If it is a public proxy it is posible to not work
But a question
You realy need a proxy?
If not do,t use them and not check thiis option in your internet settings

well as far as i know comcast dont use proxys connections, i would advise running some anti spyware checks on the machine also basic maintance on the pc such as scandisk, degrag, disk cleanup, all can be from from accessories/system tools
