The ideas already listed, are all great ideas!
*Also, you could see if any of the elderly people, themselves, have any crafts, talents, or skills they could teach to the others. *When the holiday season comes around, you could have them work on a specific project over a span of time (crafts, gifts, or whatever) to give to their family/friends, or even sell to raise money for a certain cause or your facility.
*****Also, talk to the people. See what THEYmight like to do. If you find out what they like to do, and actually GET TO KNOW THEM, they will tell you. Figure out what would make them most happy! I think it would add to their joy, and probably encourage them to the point where they want to fully participate.
Because think about it.....if you were them, and the only thing offered was something someone else thought would be "cute" or "appropriate", but you didn't like doing it, it would make things very redundant and stale. They are adults, they are people, they have minds, and they are still capable of thinking and knowing their likes and dislikes, they deserve to be happy and have a fulfilling golden age. They are still smart, and know what is going on. So give them some say in it! I think it could be really successful!

If they are able to come and go from the facility, and are in good health to walk, then I would recommend taking a walk. Is there a park nearby?

There's always Bingo, crocheting (if their hands aren't arthritic), cards, scrapbooking, puzzles, drawing/artwork, volunteering at a consignment shop

Bingo, latch hook rugs, if your able try walking with a friend good excersize and keeps the blood flowing

bingo, sing alongs, penny sales, knit to donate to needy, potlucks, bake sales, learn to slow dance, or just chat groups, streching groups, walking groups(slow paced) etc...
