yes you can but if you want to make the best out of it wrape it in foil and fill the chili whith cheese or just wrape it and and some butter and it will test beter, but the best way to roast green chili is on a grill then you can wrape the chili whith becon and stuf it whith cheese the grill it and it will test realy good

Why not? It will depend on how al dente you want the chili as to time. Experiment. I've no idea on temperature but potatoes are 325 F.

Yes, but it takes forever. If you have a BBQ grill, gas or charcoal, that will work very well. You know about resting them and then washing them and using a towel to rub the skins off, I assume.!
