Because it's just a cartoon. Anything can happen in a cartoon. I could just as easily ask how Bugs Bunny can talk when he is just a silly rabbit.

Didn't you ever see Roger Rabbit? Anything is possible for Toons, including size.
Also, cartoons don't always have reasons for the things that occur in them, they just ARE.
