You have to take care of skin and muscles, and watch your diet too. For your skin, use a good moisturizing lotion; for your muscles, exercise your legs at least three times a week (do walking, jogging, riding a bike, or other exercise at home). Always include protein in your diet, lower sugars and fats (the bad ones) and eat fruits and vegetables.

If you have pretty good legs then I would suggest using a scented body lotion like from victorias secret after daily showers. It not only keep your legs smooth, but locks the moisture from the shower so they are dry, and they smell really good!!

Running/ jogging. This is to tone the legs.
You could also do cycling at the lowest setting.
