Settlers of Catan- Does Aquaduct trump Robber?

Question

You have a hex and the robber is on it. That number rolls. Can you invoke your Aquaduct to still claim a resource of your choice because you did not get "production"? Violent disagreement and looking for rationale to resolve. Rules do not address clearly. Thanks!
