my partner and i have been together for 6 1/2 yrs and he won't propose, i'm wondering if he ever will? he's already made the biggest commitment he can we have 2 beautiful kids.

Some people, and especially some men are not able to make the marriage "commitment." You obviously want him to propose. Have you discussed this at all with him? If you have not, he is just enjoying the relationship and the family and may continue to do so for many years. He could also decide that he wants something different, and since there is no "legal" commitment; he could just walk away. If he is a good and caring person, and treats you and your children with love and respect, do you need a piece of paper to be more committed to each other? That is for you and the two of you to decide. Does he contribute to the emotional and financial support of the family? These are all factors you have to consider. If you have not discussed marriage, he may think that you do not want the formality. If you have discussed it, and he does not seem interested, and you continued to live together and have created two beautiful children together; you have given him your answer by continuing the relationship. Maybe he saw bad examples from his parents regarding married life. Or maybe he has witnessed many of his friends getting married for short times then separating and/or divorcing. Whatever his reason you should discuss the situation with him. Honest communication is paramount in all relationships. So discuss your concerns with him and then you may find out his reason, rather than having a bunch of strangers guessing at how he might be feeling.
