Any age really. It depends on the condition of her skin. If she has good skin and his young, then she probably doesn't need it, but she may have a birth mark or similar that foundation would help her conceal . This may help her self confidence.

The way modern culture is girls are older before their time so I guess around 12 but its a good idea to start off with tinted moisturiser rather than foundation. That way you arent adding more complications to skin that is changing at this time. This way she can feel grown up but you also know that there is minimal damage done to the skin, and its a good idea to put in place good skin routines such as making sure that the make up is removed at the end of the day - hopefully starting a good routine early creates a lasting impression.

I only started wearing it at 13 because i started getting skin issues and even then my Mum would only let me use a tonted moisturiser, Whenever the parent feels comfortable, and as long as they aren't enforcing the idea on the child,
If the girl wants to wear it & she feels comfortable enough, Then its up to her, I think 11 and 12 are way too young,
I'd say in the teens but i would limit 13 possibly even 14 to tinted moisturisers and light foundation.

I have a daughter that's 14 and she's been wearing make-up for about a year now. Although, I've taught her that keeping her face clean(morn.&night), and limiting the use of a foundation(Cover Girl clean make-up is best) & just using a powder(same brand) for everyday, is what will limit those teenage breakouts the most! There is no real age because if you can avoid wearing make-up you should. If you must wear it to cover up a flaw then I feel you should be at least 16 years old
