Not the entire world. But most of it yes. Most people dont take the time to care about anyone but themselves and if someone does try to help someone else people consider them to be stupid because they weren't only thinking of themselves. Wouldn't it be nice if we could go back to the good old days when people sat around talking and - oh no here comes the bad word - listening to each other?!? What I wouldn't give for a nice front porch swing on a cool summers evening hanging out and talking to my neighbors. Sadly I don't even know who my neighbors are. :(

If you walked up to a stranger on the street would expect to get a Dear Abby type answer? No. So you should expect that there is always going to be a wise guy or 2, or 5, attempting to answer your question.
