I would say social conditions.

Well, look at each one.

Is the law relevant in making legal decisions. Are legal opinions relevant? I think it would be pretty hard to make legal decisions if you ignored the law or legal viewpoints.

Which leaves social conditions or political pressure. This is where context comes into the equation. Social conditions include the general climate in which the event occurred.

Is racial profiling and segregation of blacks the same now as it was during then 1920s and 1930s? Is racial profiling and segregation of arabs the same now as it was during then 1970s and 1980s? These are social conditions. Should they apply?

Political pressure is what politicians want. Does the constitution provide for an independent judiciary? Or are judges supposed to make rulings based on what politicians want?

Just giving you the answer won't help you understand the issue. Think about each one for yourself, and the answer will become obvious.
