There is a six year rotation of Atlantic Cyclone names that alternate from male to female start from year to year. They then alternate between male and female for the rest of the 21 names which is the maximum each list has. If there is a big storm like Andrew or Katrina then that name is replaced from the list and retired.

They alternate using the names going in alphabetical order so a name beginning with A is the first hurricane or tropical storm of the season.
One year A will be a male name, B will be female, and C will be male and so on.
The next year A will be female and B will male and so on.

They used to name all hurricannes with female names (because the name sounded like "HER ricane") but they adopted aleternating gender names now. A-male, B-female, C-male and so on (and reversing to A-female, B-male the next year).
The intensity of the storm is what determines if the name will ever be used again. Very destructive storms have their name pulled out so that people will remember Katrina as being THAT storm; there will not be another storm named Katrina.

Great answer Vincent G. Just to add to his information, the following link will show you the list of names that will be used this year, and many years to follow, for various parts of the world. You can also find some more details about the history of tropical storm/hurricane names.

Because when they come, they're wild and wet. But when they go they take your house and car with them.
