Can a business get in trouble for saying employees are bonded and insured when they ar not?

Certainly. Misrepresenting a bond or insurance is considered fraud and can be prosecuted as a criminal charge. Additionally, damages which result from the lack of bond or insurance can be prosecuted as a civil offense as well.
