You can identify who the car is licensed to, assuming that the owner has properly documented all title changes and such. And not if the car is stolen.
My car is registered in my mom's name, so the cop pulling me over would expect to find her if he ran the plates first. A cop running my dad's name through his computer would find two ro three cars license plates in his name. So it's a rough way of getting an owner, and not super reliable.

The police can identify the owner of the car by the license plate, but not necessarily who was driving the car.

Sometimes......if the vehicle is registered to the person driving it then yeah you can find out who it is. BUT in some cases people have someone else sign on a loan, then the vehicle would be in the name of the person who got the loan. I am in FL they have ways of finding out through the tag info if the tag is a FL tag. Otherwisw you can call the tag office for the state in which the tag is from and MAYBE they can help you!

The police, person who sold d car 2 d other person will know who bought d car bit if the person driving it wasnt the owner then they cnt identify d person.
