I believe that we control the choices we make and no one else.
I also believe that some things in life we can't control or prepare for, but we can still control how we react to them. God may or may not "use" these things to refine our characters, let us learn something about ourselves, but he lets us make our own decisions. Its a serendipity for God. Some people don't seem to be making a lot of active informed decisons about their lives, but living like that is still a choice. Staying purposefully ignorant or passive is a choice, not a good choice but a choice. Blaming others or the government is a choice.
Having said that, some people are presented with much more attractive choices than others. We all don't live in nice homes, with enough food and clothing. I am still captain of the ship, but my ship might not be as nice as yours and it will take me longer to get to my destination.
