I think that it simulates the motion the baby feels inside the womb as its free floating in embryonic fluids. The same idea applies to the sound "shush", it sounds like the inside of the womb and the Mom's blood pumping.. shush-shush-shush...

I also has to do with the size - cradles are much smaller than cribs, and there is less "empty space." My son slept the best when he was scootched up in the corner of the cradle.

MOTION...Babies like motion and driving in the car, swinging in the swing, sleeping in a craddle rocking, rocking in a chair.

all of these this put a baby to sleep. And all include motion.

Any rocking motion is monotonous. Any thing monotonous puts people to sleep.
