Some softwares for web design:
1. Microsoft Front Pages
Pros : FREE, easy to use, have templates, have HTML editor, a lot of help are exist, have a selection of themes
Cons : Boring design, no good animation
2. Notepad
Pros : FREE, everybody have this
Cons : Require a lot of HTML and JavaScript knowledge to use this efficiently
3. Macromedia Dreamweaver
Pros : Have good selection of Flash buttons, have good selection of flash text, have HTML editor, can be plugged in (added) with HTML tidy, can be easily embedded with JavaScript and HTML codes, have layers and frames, can import Flash movies (*.FLA)
Cons : Flash buttons selection is limited, difficult positioning of objects, difficult resizing of objects, and the interface is confusing for beginners, require some scripting if pages want to look good on IE (because IE thinks that your pages have scripts, so you must allow those scripts first)
4. Macromedia Cold Fusion MX
I rarely use this, but it seems that this program isn't too good.
I advise you go for FrontPage, but if you are a fast-learner, go for Dreamweaver. I personally use Dreamweaver embedded with JavaScript.
Supporting programs for web building:
1. Adobe Photoshop CS
Use this to create logos and banners
2. Corel RAVE
Use this to animate your logos
3. Adobe Illustrator
Use this too to animate your websites
4. Macromedia Flash
The king of animation (maybe....)

Dreamweaver is total garbage and if for people that no _nothing_ about web design, these kind if people like blinking text and popups all over. I would recommend a good text editor and your brain. Also, some PHP and mysql knowlege is sure to help.
