Yes, it is safe to wear a panty liner every day. Just make sure to get the unscented ones, since scented ones can cause irritation to your vulva or a yeast infection. Really though, it's not supposed to smell like flowers. It's supposed to smell like a vagina.
If you're wearing it because you have a lot of discharge (like a lot of women do), make sure to change it throughout the day. Letting the moisture sit there is not good for your girlbits. Let yourself air at night, don't weear panties or a liner to bed. If you feel uncomfortable going to bed naked, wear loose sleep pants or sleep shorts. If your discharge smells yeasty or vinegary, or gets clumpy like cottage cheese you may have an infection and should go see a doctor.
