These are Nicaraguan handmade in bundles of 25. How is the duty figured?

my recollection is that you can bring in 100 cigars duty free (that may have changed since I did a lot of flying). The risk is not that you have to pay the duty (I don't know how it is calculated), but rather that the cigars will be confiscated and you'll never see them again. Maybe better to have the maker ship them to you duty pre-paid?

ask a travel agent, or a representative with the airline on which you will come in. If they can't answer (and they should be able) then they should be able to tell you who to contact. Know the answer before you come back and go through customs.
