Chamber of Commerce (I think they're free there).
If not, Google Local, Google Earth, Mapquest, or Yahoo Maps. I bet there's plenty of Internet sites that have maps of any city, state or region that you are looking for, and many can probably be downloaded for free.

Normally your state, (if living in the US), will provide a tourist packet for interested parites. Contact your local visitor's and conventions bureau. They will have many full maps for free.
