Had the same problem the other day. I ended up doing a system restore back a few days and now its working perfectly again.

First open CCleaner
Go to the Cleaner tab and you will be confronted by a very confusing lineup of checkboxes.
To make this brief, below is my recommended setup:
Under internet explorer check temporary internet files, cookies, and last download location. Most users don't really need this stuff. keep history and bookmarks unchecked, history is a maybe, but you don't want to lose bookmarked sites. You can normally leave Windows Explorer, System, and Advanced alone.
Run CCleaner and it will start deleting files.
afterward it will present you with a list of the files deleted, you really don't need to go through it as it will be several pages long.
The registry cleaner is recommended for slightly more advanced users. Use it after uninstalling programs as they will often leave behind incorrect registry entries.
If you decide to run Registry cleaner then review the items detected and always back up the registry (I keep a folder aside for this)
The Tools tab lets you uninstall programs and set startup programs. Why do you need this if Windows has all of these features? Especially with Vista Home Ed. The windows defender software explorer( startup programs) doesn't pick up some entries (however software explorer is easier to use).
Using CCleaner to uninstall programs and then check for leftover registry entries takes less time.
Under Options you can determine how CCleaner cleans your files. I leave this alone.

If you try to turn off your computer and it hangs then you have softwares still running in the background, usually window automatically shutsdown any softwares but there are those that sometimes seem to not respond to well to Windows command, most of the time these softwares tend to be anti virus programs or anti spywares like Webroots, try to close all programs in your system before turning off the the computer such as spysweepers, msn, norton etc etc

Are there any programs still running that are keeping it from shutting down? Check and see.
In Windows, you can press Ctrl+Alt+Delete and select Task Manager. This will show you all the processes your computer is running and whether there are any problems with them.
In MacOS X, click on the Apple menu and select Force Quit to quit an application that won't stop.
If you are using Windows and having trouble shutting down your computer, you should make sure you don't have any spyware causing the problem. Run Spybot and Ad-Aware (both free programs) to make sure your computer is clean.

This is standard on all computers now. The off button has to hld in for 5-6 seconds. This protects any work you have done and accidently hitting the off button.

I am not sure but whatever you do TRY not to push the button until it turns off because any unsaved data is immediatley lost and it can be bad.

it could b the virus or somthing bad going in ur pc try to reinstall ur windows by the way windows xp makes ur boot and shutdown process so slow so may b its normal for ur pc in this condition and take a manual tweaks from here to make fast ur pc hope u understand

I had/have the same problem. In my case there were drives in use that I had to disable. Look in your device manager. If you see additional Cd or DVD devices, disable them.
Also, this has been a problem with winXP. I never saw any official MS remedies.
