You want to buy Adobe Photoshop. That's a great program, but probably $25++. Then you can take a free online tutorial if needed.
But you could always do some free stuff... diddle around in Paint... if you go under the "Image" tab you can find lots of weird effects... try "Invert Colors" it looks really cool =]
