After clicking on "New" message in Outlook, click view, options and request receipt.

You can't now.

However, if you go to www.msgtag.com you can download a free program there which will let you know everytime an email has been opened.

Read receipts only work if they decide to click yes when asked the question. With msgtag they don't get a choice.
