Sounds like the reason you have trouble sleeping is because you're allowing this situation with this guy to make your mind race, when it should really be having some down time!
You need to set up a routine before bed time that will help you relax. Take an aromatherapy bath using a lavender or eucalyptus scent, these are very calming scents. Drink chamomile tea, it also can relax you. Read a book instead of watching tv before bed, that will also help you unwind.
Finally, just make a damn move on this guy already! This is your last chance, so jump on it. You have nothing to lose at this point and it's better to at least try than never know what could have been! He sounds too shy to do anything, and you seem to already know this, so be bold.

It sounds hormonal.
The #1 hormone - because it can affect the production of all the other hormones - is insulin. Ask your doctor for a fasting insulin blood test . Ask for a copy of your results. 10 or higher is abnormal for an adult. Wait for the results before taking any "sleep aids".
Before you go to bed, like about 30 minutes before, eat a small snack. I suggest 1-2 oz of turkey (triptophan - spelling approximate), a cracker or a cookie, or if you are concerned about your weight - a low glycemic carbohydrate, like ½ apple, and also some nuts - almonds or peanuts are best. Do drink a glass of water with this. This is a recipe for some slow burning energy that will help level your blood sugar out for the night.
Your symptoms could be related to low blood sugar. You may want to check out www.hufa.org, and click on the symptoms link to check yourself out.

13 hours is bad. You shouldn't sleep anymore than 9 hours.
As for the guy, why are you losing sleep over it. He is the first of many that will come in and out of your life.

Just relax. The both of you can stop waiting and get together NOW... It's better to ask and get together than just because you are shy and miss the chance for getting together.
Get some sleep and tell him how you feel.

Forget about that guy and get yourself a bottle of Sleeping tablet to sleep forever...or get 1 or 2 tablets to sleep a little longer without dying.

Ok now. insomnia is just the WORST thing ever....
Close your eyes.
Imagine you are looking at a wall, you'll see lots of crowded thoughts and blurry images coming and going in front of this wall.
Now picture a broom that sweeps away all these images, one by one all of them are swept away, you'll see they will keep coming back as random thoughts come to mind, but you keep brushing them away and clearing your wall.
If you concentrate eventually you will be staring at a white wall, excluding all thoughts from your mind.
I find its the best tecnique because once all thoughts and especially WORRIES are out of my mind, its much easier to peacefully slide into sleep....
Good luck!

You didn't mention very clearly if your problem in sleeping relates to the guy you mentioned above. I used to have trouble in getting to sleep for three to four years, eventually I forced myself to sleep by thinking nothing and kept telling myself to sleep. That worked and now I sleep quite well!

Stop blaming yourself first. And also an relationship is not about sex it is about being on the same level and feeling good when in each others presence, I feel that he could have spoken with you about what was on his mind and then could have asked you what your thoughts where on this subject. good on you girl for not making the first move and as he showed you he would not have been worth it.
