A "very" good question.... The fact is that there is no Proper law for internet, However, the person can be punished as the person can be traked through his sytem ID etc.. I've heard of people being found through the PC's they used

The best way to handle such a problem Donot respond.and delete or block him,Report as spam in yahoo. The option is at the top.Not Responding is the best to keep him away.

I can't believe the number of prudes on this site.
If you don't like looking at that stuff, then don't do it. What gives you the right to judge other people for what they do.

THERE ID SHOULD BE CANCELLED THEY SHOULD NOT BE ALLOWED TO USE COMPUTER OR IT CAN BE COMPLINED TO CYBER POLICE SO THAT SERIOUS ACTIONS CAN BE TAKEN
