The cats are attracted to your gardens. Therefore, the next question is "why"? I would venture a guess that your gardens are the closest bit of uncovered dirt to the neighbor's house. In other words, you have the closest litter box. So ... you solution is to ensure you do not have uncovered dirt.

My cats enjoy going in gardens with finely ground mulch, since it feels much like dirt. OK -- keeping that it mind, how do you feel about bark chips, pine needles, new papers, black plastic, brick chips, marble stones, pebbles, etc. for mulch materials? You are basically trying to eradicate the cat urine smell (which you are going to do with a lot of vinegar) and remove/recycle the clumps (I suggest sifting or causing it to degrade by watering), then cover the top layer with something they don't like to play in.

Good luck!

Unfortunately, when cats find a place they like to poo they'll keep going there no matter what you put down.

You have to make the flower beds inaccessible. Cover them in barbed wire or razor wire for a few months. It's inconvenient for you, but they must be forced to find another place to go.

Get traps. Get rid of the cats altogether. If your neighbor doesn't like it, that's too bad. Cats should never be allowed to roam.

Call the local animal control office. Many areas have limits to how many pets are permitted in one household.

They make different products to keep dogs from going to the bath room in certain places. You just spray the place you want them to stay out of and the scent repels them. I don't know if this would work for cats, but you could go into or call a pet store close to you and ask them. I don't know the names of any of the products, but there are a lot of different ones on the market. Hopefully one will work for you.

there's certain plants you can get that deter cats...I saw something about citrus peel keeping dogs out I'm not sure if it'd work for cats.Maybe you could plant catnip in all your neighbours yards...lol. I had that problem too but have since moved.

If you learn to use apostrophes properly, your problem will go away.
