Nah they didnt cut anything out. Ok follow this:
Step 1 : Lay the shirt flat out on a flat surface.
Step 2 : Find a point approximately in between the collar and the end of the sleeve (the end of the sleeve meaning the side resting on your shoulder instead of the other side which is on your bicep)
Step 3 : Pinch that point with ur thumb and index finger.
Step 4 : Find another point which is DIRECTLY below the above point and is approximately in the middle length of the shirt.
Step 5 : Pinch this point too. (so you alr have two pinched points)
Step 6 : Take the first point and bring it over to the opposite side (think of your second point as a line of symmetry ; so it'll look like your halving the shirt.
Step 7 : Pinch this third point (so now the fingers holding the first point originally are now pinching both first and second point)
Step 8 : Pull both hands away (so that they pass each other)
Step 9: Still keeping both hands on the shirt, now just folding the remaining or hanging side in

Just remember that the shirt starts flat out in front of you, face-up but upside-down, and that you can alternate sides easily as long as one hand pinches the shoulder in front of it to start each fold.
Then all you're really doing is folding the shirt over your other hand to pinch the hem, pinching the fold, and straightening your arms. Fold the other side over as you put it down, and you're done!

Or do you mean ORIGAMI, the JAPANESE art of paper folding ?
